So if i treated scabies with permethirn cream, and it killed all the scabies all over my body except in the down area. Is it possible scabies still can live just in that area? or what. Because it seems not to be spreading either. I just itch and the bumps arent going away in that area.

Yes it is possible because sometimes the scabies will congregate in the spots with thicker skin or spots they are safer. I found in spots like around your waist, knees, elbows, feet, hands and between legs they seem to thrive or these seem to be areas the scabies mites prefer. I read alot of it has to do with warmth so they find spots where there is lots of skin build up or skin folds.

In post scabies you may still itch during the daytime hours as this is just your skin being allergic to the mites and their debris until your skin surfaces them to the top, try using sulfur it helps clean impurities out of your skin and will prevent or kill any straglers. You know you are still reinfested or infected if you have that strange itch sensation that gets worse during the evening hours, this is when scabies are most active or when it is real humid.
