You should use sulfur treatments for above the neck as they are safe and will not cause any neurological problems. The black specs are likely scabies debris that is surfacing or perhaps the dead scabies mites.

Likely this was one of the areas that was more affected with scabies than others and your skin is super allergic to the scabies and their fecal matter. Are you sure it is not some kind of secondary skin infection from the scabies? Scabies is known to come along with ringworm and staph as the treatment makes the skin succeptable to other infections which you should take care of as they will only get worse. And yes sulfur creams are your best bet especially in more advanced cases of scabies!

It is likely an area that was extremely irritated from the scabies, the treatment or you constantly picking or touching it. Just leave it be and put sulfur creams on it and do not touch it and they will go away. It could also be nodular scabies which can grow deeper in the skin and are considered more advanced cases of scabies and in some cases require oral medication and sulfur treatments at the same time.
