If I create a cleaning solution to clean scabies within my home would a solution made of water / clorox of 80/20 be enough to kill scabies on household items?

Yes clorox or any other bleach will be enough to kill scabies that are on surfaces and such. However bathing in bleach will not kill scabies and will only destroy the layer of your skin that protects you from scabies and other infections.
